The National Authority of Digital Transformation has the following tasks and powers:
1. National digital transformation
a) Advise, assist the Minister in performing duties as the Permanent Member of the National Committee on Digital Transformation; operate the Permanent Unit of the Working Group assisting the National Committee on Digital Transformation; compile, advise, and coordinate interdisciplinary activities among ministries, sectors, and localities to implement guidelines, strategies, mechanisms, and policies to create a legal environment and promote national digital transformation;
b) Take charge and coordinate with relevant agencies in developing and submitting to the Minister for promulgation or for Minister’s subsequent submission to competent bodies for promulgation of legal documents on digital transformation;
c) Take charge and coordinate with relevant agencies in developing and submitting to the Minister for promulgation or for Minister’s subsequent submission to competent bodies for promulgation of targets and long-term, medium-term, and annual development plans on digital transformation, focusing on developing digital government, digital economy, digital society, digital infrastructure, digital platform, digital workforce, and network information security in fulfillment of the development goals in digital government, digital economy, digital society on a national scale;
d) Regarding the promotion of development and use of national digital platforms: Take charge and coordinate with relevant agencies in studying and submitting to competent bodies for promulgation and updating of the national digital platforms portfolio by stages; Take charge and coordinate with relevant agencies in studying and proposing solutions to promote the use of digital platforms, supervising, measuring, reckoning and assessing the use of digital platforms; liaise with key agencies, units, and enterprises developing national digital platforms in formulating functional requirements and technical features;
đ) Regarding digital data: Take charge of connection, integration and sharing of data through the National Data Exchange Platform (NDXP); coordinate, inspect, supervise, and solve problems in the process of connecting and sharing data; guide the governance of digital data, data sharing and exploitation in state agencies, including open data; supervise the governance of digital data, data connection, sharing and exploitation in state agencies in accordance with law; collect, publish and manage the common schedule data, list of agencies providing digital data, and list of digital data provided and published, in accordance with law and as assigned by the Minister;
e) Assess and rank ministries, sectors, provinces, and the nation with regards to the progress of digital transformation implementation;
g) Take charge of developing, managing, and operating the National Data Exchange Platform (NDXP); National digital data portal; Central Government Cloud Platform, and other digital platforms serving the development of e-government, digital government, and digital transformation as assigned by the Minister.
2. IT application in state agencies, e-Government and digital government development
a) Take charge and coordinate with units in developing and submitting to the Minister for promulgation or for Minister’s subsequent submission to competent bodies for promulgation of legal documents on: IT application in state agencies, e-Government and digital government development, management of investment in IT application, digital transformation in state agencies in accordance with law;
b) Take charge and coordinate with relevant agencies in developing and submitting to the Minister for promulgation, or for Minister’s subsequent submission to competent bodies for promulgation of strategies, long-term, medium-term, and annual development plans, programs, schemes, projects on: IT application in state agencies, e-government and digital government development;
c) Guide, implement and inspect the implementation of legal documents, policies, strategies, planning, programs, plans, schemes, projects, mechanisms, and regulations on: IT application in state agencies, e-government and digital government development, management of investment in IT application, digital transformation in state agencies in accordance with law;
d) Take charge and coordinate with units of relevant ministries and sectors in appraising, inspecting, and assessing the formulation and implementation of programs, plans, schemes, and projects on IT application, e-Government and digital government development of ministries, sectors, and localities in accordance with law;
đ) Take charge of formulating and submitting to the Minister for promulgation, or for Minister’s subsequent submission to competent bodies for promulgation, and maintain, update, and implement the Viet Nam’s e-Government and Digital Government Architecture Framework;
e) Take charge and coordinate with relevant agencies in developing and submitting to the Minister for promulgation of guidance on the structure, layout, and technical requirements for electronic information portals and public service portals of state agencies;
g) Take charge of developing assessment criteria to submit to the Minister for promulgation and carry out the assessment of IT application and digital transformation products and solutions serving e-Government and digital government development; manage, supervise the performance, the level of information provision and use of state agencies in the digital environment;
h) Take charge of developing, managing, operating and guiding state agencies to connect with the monitoring, and measurement system for digital government services provision and use.
3. Information and communication technology in smart cities
a) Develop, guide, and supervise the application of the Information and Communication Technology (ICT) Reference Framework for smart city development in Viet Nam;
b) Propose to develop and carry out the Scheme on developing an ecosystem for ICT products and services adopted in smart cities, carry out pilot implementation and use of smart city products and services developed by domestic enterprises; coordinate with local authorities in carrying out the pilot implementation of smart city development; instruct local authorities to apply IT in developing and providing smart city products and services.
4. Take charge of appraising the objectives, technicality, technology, scale, solution, and deliverables of projects in compliance with law, regarding investment guidelines for digital transformation and IT application projects of the Ministry, under the Minister’s jurisdiction, ;
Take charge of appraising the project's basic design in accordance with applicable law, appraising and examining the objectives, technicality, technology, scale, solution, and deliverables of project and schemes, regarding feasibility study reports for digital transformation and IT application investment projects, procurement tasks, outlines and detailed estimates for IT application activities, and IT service lease funded by the Ministry's state budget for current expenses, under the Minister's jurisdiction; assess the performance, examine and identify the level of conformity with the basic/preliminary design and the construction design, regarding the information systems and digital platforms of the Ministry and agencies under the Ministry.
5. Regarding propaganda and dissemination of laws, developing digital skills for e-Government and digital government development, and digital transformation in state agencies:
a) Organize activities to provide information, propagate, disseminate, and replicate effective practices and models of information technology application, e-government and digital government development, and digital transformation;
b) Organize training, awareness - raising, capacity and digital skills strengthening activities on IT application, e-government and digital government development, smart city, digital transformation for civil servants; coordinate in organizing training activities for civil servants on e-Government, digital government, and digital transformation mainly on the massive open online course (MOOCs) platform;
c) Organize training and refresher courses on digital transformation and digital technology for leaders, managers, and officials responsible for advising on digital transformation in state agencies, mainly on the MOOCs.
6. Participate in proposing, developing and guiding the compliance with technical standards and criteria for quality, economic-technical norms for e-government and digital government development and national digital transformation.
7. Carry out scientific research on IT application, e-Government and digital government development, and digital transformation; research and identify existing legal barriers to new technologies and platforms.
8. Carry out statistical activities, data collection and compilation, analysis, and forecast about IT application, e-Government and digital government development; develop general compiled reports and statistics at the request of competent authorities.
9. Implement international cooperation activities in the field of IT application, e-Government and digital government development, national digital transformation as delegated by the Minister, and regulations on international cooperation in the field of information and communication; provide data for the periodic assessment and ranking of Viet Nam's e-Government and digital government development.
10. Manage the finance and organizational apparatus, public servants, public employees, employees, assets, records, and documents of the National Authority of Digital Transformation in accordance with law and as delegated by the Minister.
11. Proactively develop administrative operation conformable with the functions and tasks assigned under the regulations of the State and the Ministry of Information and Communications; preserve and develop allotted resources.
12. Perform other tasks assigned by the Minister.
