Process of formation and development

October 20, 2004: Became an important milestone when the Prime Minister issued Decision No. 1120/2004/QĐ-TTg establishing the Authority of Information Technology Application under the Ministry of Posts and Telecommunications (now the Ministry of Information and Communications) to strengthen the management and promote the information technology (IT) application in socio-economic activities across the country.

April 10, 2007: After going into operation with more than 20 officers and 05 functional departments, the Authority of Information Technology Application has been actively involved in developing important legal corridors such as Law on Information Technology, Law on E-transactions, and especially Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on IT application in state agencies. This is considered the first Decree on IT application in state agencies, the second-most important legal basis after the Law on Information Technology in the IT sector.

November 11, 2009: Following Decree No. 64/2007/NĐ-CP, in 2009 - The Authority of Information Technology Application also made a bold mark when advising to submit to the Government the first Decree on the management of investment in IT application using state budget capital; Decree No. 102/2009/NĐ-CP dated November 6, 2009 of the Government on the management of investment in IT application using state budget capital. This is considered an important legal corridor for state agencies in IT investment project implementation.

August 27, 2010: In 2010, the first national medium-term program on IT application in state agencies chaired by the Authority of Information Technology Application made a great impression and was approved by the Prime Minister in Decision No. 1605/QĐ-TTg dated August 27, 2010 in the activities of state agencies in the period 2011-2015.

Journey of innovation (2011 – 2015)

In the period from 2011 to 2015, the Authority of Information Technology Application advised the leaders of the Ministry and take charge of the development of 02 Decrees of the Government and 02 Decisions of the Prime Minister.

2014 is the first year that the Authority of Information Technology Application operated under the name of the Authority of Computerization (Decision No. 1518/QĐ-BTTTT dated November 21, 2013 of the Minister of Information and Communications). This is a turning point with the great responsibility of the Authority to carry out the tasks of building e-Government, hiring and purchasing IT services, and developing application software...

On August 21, 2014, the Minister of Information and Communications signed Decision No. 1197/QĐ-BTTTT on designating the e-Government Center under the Authority of Computerization as a measuring and testing room to serve the quality management under the specialized management of the Ministry of Information and Communications. The Authority of Computerization advises the Minister of Information and Communications for the promulgation of 04 legal documents: Circular No. 10/2016/TT-BTTTT; 02/2017/TT-BTTTT; 13/2017/TT-BTTTT and 32/2017/TT-BTTTT, the documents promptly solved problems for state agencies.

Constant efforts for far-reaching development (2018 – 2019)

In the period of 2018 - 2019, the Authority of Computerization has made remarkable efforts in directing, formulating, and implementing mechanisms and policies in the IT sector. The implementation of resolutions and policies of the Party, the State, and the Government is carried out in a timely manner, and closely following the requirements and objectives.

On January 3, 2020, Minister Nguyen Manh Hung signed and promulgated Directive No. 01/CT-BTTTT on the development orientation of the Information and Communication sector in 2020. The general objective of the Ministry of Information and Communications is the "Year of national digital transformation" with the action motto "Being an example - Discipline - Focus - Breakthrough" with officials, civil servants, officers, and employees of the Information and Communications sector. In addition, the motto of the Authority of Computerization with effective core values has been deeply ingrained in officials, civil servants, and officers of the Authority: "Commitment - Positive - Cooperation - Efficiency - Accomplishment" to make orientation for the Authority’s decisions and actions.

New tasks in a new era

2022 is a special year that marks the third time the Authority changes its name following a nine-year cycle.

In 2004, the Authority of Information Technology Application was established, in 2013 it was renamed the Authority of Computerization, and in 2022 it was changed to the National Authority of Digital Transformation. The National Authority of Digital Transformation faces a big challenge, with the addition of a new mission function. The unchanged human resources take responsibility for the doubled workload. Under such difficult conditions, the Authority has made great efforts and successfully completed many important tasks in a very short time.

The formulating of legal documents is considered one of the key tasks of the Authority. The Authority leaders always pay attention to and closely direct the formulation of legal documents, improve drafting quality, and ensure to meet practical needs. Some important documents promulgated by the Government, the Prime Minister, and the Ministry of Information and Communications:

1- Decree No. 73/2019/NĐ-CP dated September 5, 2019 of the Government on the management of investment in IT application using state budget capital (replacing Decree No. 102/2009/NĐ-CP). Decree No. 73/2019/NĐ-CP on the management of investment in IT application using state budget capital is considered to be of great significance in solving problems for investment in IT application, IT services lease; ensuring conformity and synchronization with the relevant legal system; at the same time abolishing and simplifying processes and procedures of investment in IT application, IT services lease, thereby promoting IT application activities in state agencies, building e-Government. Up to now, 06 guiding circulars have been issued.

2- Decree No. 47/2020/NĐ-CP dated April 9, 2020 of the Government signed on the management, connection, and sharing of digital data of state agencies, including the governance of digital data, data sharing, and exploitation in state agencies.

3- Decision No. 749/QĐ-TTg dated June 3, 2020 of the Prime Minister approving the "National Digital Transformation Program to 2025, with orientations towards 2030". The Decision is considered an important document - "Guidelines" for national digital transformation, orientation for the administration and operation of the Government, state agencies, ministries, branches, and enterprises, the positive impact on citizen’s way of lives and work is guaranteed to be effective and convenient on the platform, supported by digital technology applications, and a basic, comprehensive, safe, and humane digital environment.

4- Decision No. 942/QĐ-TTg dated June 15, 2021 of the Prime Minister on the strategy for the development of e-Government towards the digital government for 2021 - 2025 with orientations towards 2030. This is the first time Vietnam has issued the Strategy for developing e-Government towards the digital government. Vietnam's strategy for the development of e-Government towards the digital government for 2021-2025 with orientations towards 2030 will certainly create a breakthrough in the development of e-Government and digital government in the new period, contribute to the successful implementation of Vietnam's digital transformation goals based on 03 pillars: Digital Government, Digital Economy, and Digital Society; in line with the development trend of the world.

5- Decision No. 411/QĐ-TTg dated March 31, 2022 of the Prime Minister approving the national strategy for digital economy and digital society development to 2025, with orientations towards 2030. The Ministry of Information and Communications assumes the prime responsibility for implementing and promoting the development of the digital economy and digital society. This is a heavy responsibility but shows the trust of the Government and the Prime Minister in the Ministry of Information and Communications.

6- Decree No. 42/2022/NĐ-CP dated June 24, 2022 of the Government regulating the provision of online public information and services by state agencies in the network environment. Decree No. 42/2022/NĐ-CP is a legal framework for the provision of information and public services to ensure compliance with technology development, domestic and international provision of online public services, and to ensure feasibility when implementing e-Government development goals towards the digital government.

7- Directive 02/CT-TTg dated April 26, 2022 of the Prime Minister on developing e-Government towards the digital government, promoting national digital transformation; Decision No. 146/QĐ-TTg dated January 28, 2022 of the Prime Minister approving the project "Raising awareness, universalizing skills, and developing human resources for national digital transformation to 2025, with orientations towards 2030".

8- Decision No. 505/QĐ-TTg dated April 22, 2022 of the Prime Minister on National Digital Transformation Day. It is the first time Vietnam has had National Digital Transformation Day 10.10 and 2022 is the first year to organize National Digital Transformation Day.

The aspiration for the development of a prosperous and happy country requires Vietnam to make efforts to find new development methods, and promptly seize the opportunities brought by the Fourth Industrial Revolution.

It is digital transformation. Digital transformation is a new development method: Digital development. Digital transformation is a new way to solve the problems that Vietnam is and will be facing. If Digital transformation in Vietnam achieves success only when going in the Vietnamese way, based on Vietnam's circumstances, based on Vietnam's core characteristics and strengths. It is all-people and comprehensive, is people-centered, is no one left behind, is based on Make-in-Vietnam digital platforms, is digital transformation to solve major national problems, is high technology to solve "small" but practical problems of citizens, is digital transformation in each sector and each industry.

Digital transformation is a new development method, an opportunity for Vietnam to make a breakthrough to achieve a higher national ranking.

Carrying out the mission of the new era, the era of digital transformation, the National Authority of Digital Transformation is determined to have great performance in the assigned tasks and promote its pioneering and pivotal role in the career of national digital transformation./.
